I poured some concrete and it hasn't setup correctly.

Assuming that you didn't get some bad product, you probably used too much water. You didn't say how far into the concrete you can poke the screwdriver, so I am assuming that it's just a little ways in. Concrete sets strongest when you use as little water as possible, and gets weaker (and crumblier) the more water you use. The perfect amount of water is just enough that you can thoroughly mix it to get a uniform mix. This can be hard to do, because you have to work hard to mix it with less than enough water before you can be sure that you need more. And just before you actually have enough water, it sure looks too dry. Also, if you are mixing manually, the larger the batch the harder this is to do. One other test of the right amount of water is a "slump test". You should be able to pile up a blob of the stuff with a peak almost as high as the base of the blob without it flattening out like cookies in the oven. You should probably tear it out and do it over. Live and learn, Good luck!

Stihl ts400 runs rich and wont idle

Sounds like it is leaking on the inlet needle, a pressure test of the carb will quickly tell you this, the needle will have a rubber tip, if dust has gone through the carb the needle seat may be worn, the needle is replacable unfortunatly the seat is not, the metering lever is also adjustable, if it is set too high the needle will leak, it is also important that on the metring side the gasket goes on first followed by the diaphram, the gasket acts as a spacer, the metering lever should be level with the sides of the carb body, if too high simply bend it down, if the metring lever is high this is a good sign the rubber tip of the needle is worn.

Looking for a short curcuit wire

If you are referring to the wire that kills the engine it will be attached to the coil at one end and the on/off/choke lever/switch at the other end. If you need to replace it then contact a Stihl dealer.

Shop manual

Something has clogged your fuel system. You need to clean your carburetor and change the fuel filter. You should also look for junk in the tank.

Hi, my Stihl ts 400 blade runs at idle.I have tried adjusting the idle down as far as I can but it still turns.

seems that ur clutch is sticking.take recoil caseing of and check by turning blade by hand,if you feel the engine turning over, then your clutch drum is sticking,be sure to remove ur spark plug cap! it will be the bearing at the rear of the clutch drum, maybe a little oil and a few turns will help it free itself.hope this helps.
