Winder button is extremely tight
Take top cover off and look in the area of frame counter ( right hand side ) and underneeth the main transport drive ( under the frame counter ) for a short piesce of metal ( 3 mm long ) that may be wedged in or between the gears of the drive. The piesce breaking off and falling into the drive is a common problem with MEs and ME supers.
The broken off piece does not have to be replaced ( no vital role ) just assamble the camera and it will work fine.

The mirror box control mechanism needs servicing ( rubber parts have perished and are gumming up the workings of the mirror mechanism so shutter is not workingrking) . Unfortunatelly this requires complete strip down and so should be done professionally.

A simple fix might be to borrow a page from movie cameramen. Tape it shut with some black hockey tape.
I was considering doing this eventhough my ME Super works fine.
If you think that looks too getto, then it sounds like a service repair shop is the other answer.
ME dillemma
Also, I just tried the delayed picture-taking lever, ???????
you mean self timer. if you have used self timer then unless the cycle is completed the camera will stuck in the middle, with the mirror locked up. Try releasing the self timer by moving the lever manually. if nothing major defect is theirin the self timer it will release by doing this.
Flash on all time in auto
Please, which camera model? Are we talking about the external flash or one built in? If it is built in the camera may think there is not enough light thus setting the flash to fire. That is what auto does, it takes all the decisions away from the camera operator.

Nikon d40x exposure problem
I assume that this is a film camera that has light meter.It could be that the camera is set to a different film sensitivity than the actual film.For example, the film is 400 ASA but the camera is set to 100 ASA.The sensitivity rating of the film is written on the film box and on the film cartridge. Make sure you set the film ASA number on the camera too.
