You could try re-synching to whatever laptop or device (Cloud, if applicable) you had backed up to, if you backed up. You would be able to revert to your previous notes.

You can still use your phone but you cannot receive any calls because you have no sim. If you have internet they can call you thru skype or facebook.
You need to be more specific. You can't activate it or you can't login? If it's asking for an iCloud password, that's an anti-theft feature of iOS 7 and you won't be able to use or wipe the phone unless you get the password, or the account owner releases the device for you. You need to contact the seller. If they stated in the ad that it's "iCloud locked out" and don't allow returns, you have no other recourse than selling it.
Turn the phone off. There is a tiny hole on the side or top of your iPhone. Find a thin, firm paperclip and push it straight into the hole. The tray will pop out slightly. Then you can pull it the rest of the way out and replace your sim card as needed. Turn the phone back on.
Please contact your carrier (Verizon, Sprint, AT&T, etc.) to make sure that this exact phone is activated correctly and that you have coverage in your area. first thing I'd have you do is plug it in and see if you get a charging display on the screen. If you still don't see anything at all hold the home button and sleep/wake button for about 20 seconds. Many times this is all it takes. If it is just a software issue you should see the screen go white with a black apple. There was an issue with the 4 in the past (mine had this as well) where at 50% charge it locked completely. This did the trick. Let me know if this doesn't work and I'll give you some more possible steps. Where did you get the phone and what carrier?
You have to do a hard reset I'm not sure how to on every phone, but on most "Hold volume up(while phone is on) and press and hold the power button(don't let go of the volume button until it powers back on and you see a funky screen) When it does power on use the volume to move up/down and power to select. There should be a hard factory reset option do that and it will fix any problem that you have. If you can't pull up the hard reset menu that way then google how to with the phone model and go from there. Good Luck.......
