Recently all my programs receive

Sounds like a virus/malware.
Scan with Malwarebytes in safe mode (F8 on boot up)
I would also switch your system restore off while you virus scan, lots of nasties can hide there.
Its up to you if you turn it back on later.
If you dont have any Antivirus ( but i think you probably will have :) )
Try AVG9 FREE or Microsoft Security Essentials

Desk top background loads properly but my icons

This will work if the computer hesitates while windows "refreshes" all of the Desktop Icons. This is because the ShellIconCache file has reached it's limit of 500 entries. To stop this, run Regedit and open the key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer and create a new string value. Name it MaxCachedIcons and then set the value to 2000

My computer with windows xp after a while dumps its memory

First off, have you installed any new hardware or software/drivers recently?

Random memory dumps are caused by out-dated or incorrect drivers, or malfunctioning hardware.

In most cases you can reference an error message by going into your event logs using

start, run
type
eventvwr.msc
Click on system or application

Dr Watson is a program in windows xp that is used to diagnose these error messages. Look at this link

Lack of drive letters on my hdd.

Letters are limited but you can always use the letter for other drive without removing/disabling/getting rid of other disks. You can manage your disks by accessing the disk management utility. Right-click My Computer and click Manage (Disk Management) or open up Run dialog box (START menu->Run) and type in "diskmgmt.msc"

Next you can remove the drive letter from the drive which you are not using at currently by right clicking the partition and click on "Change Drive Letter and Paths" and click remove. Finally assign the letter to the desired disk/partition. It will appear on My Computer now.
