No sound when baby steps on the keys (with high volume setting)
You have used alkaline batteries
You have tried replacing your betteries
Tried sliding the power and volume switch off and then back on

If you answer yes for all above then it is time to call Fisher price and ask for replacements.

You can also order a complete used Fisher Price Step and Play Piano replacement from ebay, both of these auctions are "local pick up" but if you send a message to one of the sellers I am sure they will work with you and ship it out to your location. It's been a while since I have dealt with these. There is usually an off switch located along the swing bar check to make sure it is in the on position and that the switch itself hasn't been disconnected. Double check to be sure the swing is level and the safety isn't stopping it from working.

4 "D" cell batteries are located in a compartment in the swing motor housing. This is the unit at the top of the triangular swing assembly.
