This positively is a capacitor issue, when the caps are cold, they lose capacitance, if you put a blow dryer at the vents and warm the set up I'm guessing it will power on first time. I'd replace all the caps in the power supply section not just the ones that look or test bad

If you're talking inverter boards this must be a LCD backlight set, most likley some of the CCFL lamps are bad making the set not fixable

It might be because the cord is bad for your TV or the outlet is is not working or there could be a problem with the power supply inside of the TV and it needs to be repaired by someone that fixes TV's.

The tcon board and the screen have now been damaged from when there was a power outage and other components inside of the TV might of had got damaged as well too.It would be cheaper to buy a new TV than to try and fix the TV that is no longer working.

It's possible you damaged the tcon. When you connected the ribbon connectors going from the tcon to panel boards you may have damaged the tracers, remove the connectors and see if those are bent or broke off. Another possibility is the panel was damaged when it was handled, you need to use static protection when handling the panel, if this wasn't done it could be damaged
What would be causing my LG TV to be showing a green coloured screen when it is turned on ?
There might be either a cable that is loose or not connected properly or there might be a problem with your TV's hardware. I would try to first re set the TV by unplugging it and everything else that is connected to the TV for about 1 minute and also press and hold the power button for 30 seconds too and wait a couple of minutes to plug the TV and everything back in.
