Why is my amp making a static like sound /and pop that comes and goes ,but only when the amp is hot

Do not mess with this yourself. Take it to a repair shop. The switch needs to be replaced, at a minimum and possibly other parts. There is lethal voltage involved in a tube amp.

Have you checked all the other amp tubes? You may have a bad 12AX7 or 12AT7 tube.

Here you go... you likely will have trouble moding it... try upping the power and you be frying tubes... they are already stressed above the book ratings... AND the speakers will take just so much as well...

I have a peavey valvenmaster head that was playing

You start by downloading the schematic here:

Scroll down to the link "Get Manual" and download the schematic. Note that it has several pages of parts list preceeding the schematic.

Next, put a 150 Watt incandescent bulb in series with the power cord to act as a current limiting fuse. Now replace the fuse and proceed with testing. You may find that one or more filter caps have shorted. Also pay particular attention the the BIAS power supply. You should see about -35 to -40 volts. Note that the series lamp will come on if excess current is being drawn and voltages will be low if the lamp lights. If the BIAS supply has failed, it is possible your power tubes have been damaged.

Increasing staticky noise when turning

If it is just while turning the control, open the unit and squirt some CRC226 into the control through the slot where the leads go in. You can bend the plastic spout to get it to spray into the slot. While your at it, do the other controls as well. CRC 226 is available at Home Depot in the electrical dept. Blue can about $2.70. Use only the 226 product as there are others there.

My peavy vk 2x12 have

* ALWAYS UNPLUG YOUR AMPLIFIER BEFORE REMOVING TUBES *

If you can see that a tube is definitely not lighting up then it may be blown. If this amp has seen regular use then it may be time for a new set of tubes. Try replacing the 12AX7s first before committing to a new set of 6L6s. Though, if you have the cash available, a new set of power tubes isn't a bad idea either. I would advise you to do the preamp tubes first and play through the amp for a few days first before changing the power tubes.

Keep in mind... if a tube (or tubes) has blown, there could be another issue in the circuit. Swapping in a new tubes is a quick way to determine that. Then it would be time to take it to your local repair shop.

My peavey valveking vk 112 is making a whistling

A high frequency feedback can be very hard to isolate without test equipment... you MIGHT have a "microphonic" tube that picks up from the speaker and feeds back... Tap the small tubes with a pencil and see if any of them "ring"... gentle taps of course... If one seems sensitive, swap like numbered ones around to see if you can find a happy place for them. Electrically there could be a bad ground inside causing these.
I notice you have 4 tubes in the output... REMEMBER when you used matched pairs... the members of the pairs do NOT go side by side all the way down the string...
Put each tube of a matched pair at the ends of the string of four, and the other pair as the middle two...

Serial number on my Peavey guitar?

My guess is 1985. I think the T-60 was made from 1978 to 1988. I can't find your number in the Peavey finder so I jumped to the following chart where I just rather made up where in might fit.
