just replace the cable of the hard disk, when you plugged the external disk drive you got that windows could recognize the USB device change the cable everything should work fine again,

(or drive is dead but I test the drive on other PCs so know it is not dead.) ok it spins. then disk manager is next, go there, and give it a drive letter. if not done this step , explorer can't see the drive. above manager can not see the drive, then use Device manager. if missing there?, this external drive the USB port is dead or Microsoft does not support this drive or the drive is dead. learn to test devices like this on 2 PCs to learn If it is good or not first. no lack of PCs on earth so have at it.

It is not even sure your laser is dirty. Perhaps you only have some bad CD's? Does it also skip, with real music CD's. I mean the ones that are not burned in a computer. Not all self mad disks are good enough to be played and not all players can handle the self produced disks. The cleaner you could use, is a CD, with a little brush glued on it.
