Lines at top of screen, about 4"
Hi:
This is due to vertical deflecton problem, there is some capacitors that has gone bad and need replacing. It might just be one cap rated at 100uf 35 volts. This is called vertical foldover eventually the top will fold over or you will get a 4" black border on the top of the scrn.

Hi
Thanks for using FixYa. It seems to be a horizontal/vertical circuit issue. You’ll need to open the back of the unit and check/test HOT (horizontal output transformer) and flyback, replace the part that has gone bad. This is only recommended if you have electrical expertise. Please do accept the solution if the issue is resolved or post a comment for further assistance.
Thanks
Rylee

Television blank , but there is a white line
Your TV is in what is called "vertical collapse". About 70-80% of the time it is due simply to bad solder joints on the vertical output IC. You can verify this by tapping on the side or top of the TV, the picture may jump back into position. If it comes back it's as simple as re-soldering the vertical IC. If not, the vertical output IC may be shot or it may be missing one of it's supply voltages.
If the picture has been shrinking or had lines at the top that means there are some capacitors in the vertical circuit that were drying out. If it happened all of a sudden I'd bank on it being just bad solder.
Don't run it like that with that bright line for too long or it will burn in on the picture tube. Then if you do get it fixed you will see that line there all the time!
I have a toshiba standard tv 27A33. it has one
This television uses a feature called a V-Chip which allows parental control and consequently blocks channels of your choice. This set is approximately 7 years old and the owners manual is no longer available on line. You can over ride any blocked channel by entering the menu, select parental controls and enter the "secret" code. How one channel got blocked is a mystery. I suspect someone was exploring it's features when they accidentally blocked a channel. Normally the system control works flawlessly and if you have no other symptoms you need to reset that channel. That info is in the owners manual that came with your set.
I dont know how to tune in channels on my remote
Press MENU,then press < or > to display SETUP menu, press V until TV/cable is highlighted. Press < or > to highlight TV or cable depending on which you use. Press V to select CH Program, press < or > to start channel programming, when completed appears, press CH + or - ...hope this helps..

Sound ok but no picture
You have bad grounds on the solder side of the main board and maybe the crt board. If you can have someone pull the board out..do so carefully. Wait a few days to let the power drain from your tv before examining it. Look extremely close to any and all ICs with a heatsink attached. To the untrained eye it may look OK...but take a real effort and a magnifying glass and inspect closely. Look for cracked rings around the pins of these ICs. Resolder these and do not run solder between the pins. Use solder wick to correct this. Good Luck....you best effort may reward you...just remeber to be careful!
