Its not worth it. the internals are so old that once you fix that, another part will fail. I hate to say it but since the mid 90s TVs are not worth fixing once they get this old. The parts that need to be changed are the CRTs and they are upwards of $1000 if you can even find them. Used CRTs are not worth the money as they will be just as worn out.

The unit will not turn
I have the same problem on the same tv. If you have fixed it by now please inform me how, I would really appreciate it. And vice versa if I get mine fixed.
Blinking red light no picture
No picture or do u have a blue (or some other color) screen? And the blinking red light, is that the indicator light down by the power button that is blinking? I have the same tv and very similar problem, i have a blue screen and the red indicator light is blinking. If you have gotten ur problem fixed I would love to know how, or vise versa if I get mine fixed.
Picture image is unsettled when
LINES or noise from left to right etc. This is a classic problem in a lot of these sets--that this clears up after a while is also typical---the period will gradually get longer and longer for it to become normal.
This set uses a Hyper board for all signal from all inputs---about two dozen tiny surface mounted filter capacitors on that board---they dry out and lose value---flat caps will when hot attempt to regain some of the value they should have.
Board is no longer available from Toshiba, only way to fix is remove one in set and send out for repair to someone like PTS Electronics.
I have seen experts try to replace the tiny caps--usually several are off value or open---cheaper to send board out. Last one I saw cost was about 200 for rebuild, keep in mind same problem will happen again in 5-8 years.
