I have a toshiba 52 in56HM66-NS I HEARD A POP
No i is not the network. The tv's nowdays are made with cheaper capacitors that overheat and burn out much sooner than the old ones. An ohmmeter or oscilloscope is used to find the capacitor that is not producing enough power or is pushing to much power. It is likely a capacitor is burned out or high-voltage transformer if the set won't power up. The flyback in projection tv's can go out too but don't usually pop. Popping is usually the capacitor burning out.
Can not seem to adjust the color on our Toshiba
Red crt could be dead or could be many other things. It will require service from professional. Likely the red tube is out. This could be a money pit. The other 2 tubes could also be going out. I recommend a new TV.

Your TV has 3 CRT guns and yes one of them is red. Unfortunately it is not a simple 'plug in a new bulb and go' kind of thing. Depending on your experience with electronics and fixing things in general you may want to try it yourself. A shop will want $300-400 to do this job. I asume you're talking about convergence IC's? The IC's themselves are about $50.00 total

It sounds like you are having a problem in the conversion circuit. The outputs IC’s for that circuit have failed and are need of replacement. The average cost is at least $450 on one trip. Call an Authorized Service Dealer for repair and estimate.
The conversion circuit is the circuit that aligns the picture.

Blue Signal Video Output Transistor has become faulty or the picture tube is getting weak/faulty.it has to be checked.any of the one is creating the blue tint on the screen.

That sounds like a problem with the geometry settings which are uusually only adjustable from the service menu area. I don't reccomend that you try making any adjustments in that area of the menu, as you can cause major problems or even irreversable damage if you don't understand exactly what the value you're altering is affecting. You may also have a problem in the pincusion correction circuit, or the convergence circuits. That may be a TV that needs professional attention.
