If the power button is broken you are not going to be able to use the DVD player. You will need to get the player either repaired or replace it.

It may well play NTSC disks but it won't convert the standard to PAL or whatever your system is. Check your TV will display NTSC 525line pictures with 30HZ frame rate.

Shouldn't matter what the OS (operating system) is. What you need to do is to make sure you convert the movie to proper format which would allow you to view on DVD player after burning. Usually you need a seperate software. Your DVD player should say what formats are compatible. Usually listed on unit or in manual. Avi is a great format but when you burned it to DVD your computer probably created a Data Disk. Which would make it unreadable by DVD player.
