Continuous click noise like its trying to turn on but will not.

I have done some research and found a notorious cap and diode problem with this set. The two 4700uf caps (C14113 and C14115) on the DM1 power board (the board to the left of the sat. box when you look at the set from the back) are under rated and will eventually fail. When these caps fail they tend to take out diode CR14105. This may be your problem. If it is, you can replace the caps with 4700uf 25V 105c and the same as original diode.

Another No picture/Sound, but fan running

Try resetting the TV by pressing the Power and Channel Down buttons on the front panel simultaneously. This will put the TV back to the factory original settings so it may need adjusting afterwards (This will correct the issue if Contrast, volume and brightness are turned down to zero.) Check your cables or try a new one. When you pulled the board did you see/sense any obvious damage (soot, scorch marks, bulging capacitors, a smell of smoke)? Since the board is working, look closely at the cathode ray tube and the connections to that (flyback).

I hope this helps.

Will not power up, Sometimes pops but no raster or

The pop your hearing maybe coming from the speakers themself, or it could be the deflection circuit trying to come up. I would check the horzional out put transistor. You can pull it out and check it with and Ohm meter for being shorted. If you know how to use an Ohm meter.Sometimes too when the horzional out put shorts the flyback transformer needs to be replaced also. Hope this is helpful

Is there a reset button on a rca 38310 tv?

No   If it doesn't turn on then it has failed.  It either requires an eprom chip replacement, or the horizontal output transistor failed because of a dried out electrolytic capacitor.  Often the voltage rectifier needs to be replaced too

DIrectv Sat internal box.

You can try eliminating whethor or not the receiver is actually the problem by moving it to another TV and seeing if it works on one that isn't having any problems. Or moving a working receiver onto the TV to see if it will pick up signal with a working receiver. If you don't have any receivers in your house working, then odds are something needs to be serviced outside your home, like the Dish and/or LNB.

Did DirecTV actually come out to the home and troubleshoot at the site? If not, they would have no way of knowing if it's the TV or Satellite that's causing the issue.

My RCA F38310 doesn't seem to want to turn on all the way.

Sometimes mine will sort of go into a "loop" powering off/on similar to what you describe. Physically unplugging the set for a few minutes, plugging back in solves my issue.

Is the f38310 digital ready or do I need a converter?

No you do not need a converter box your television is digital ready. I use mine with a regular antenna and recieve many channels mostly High Definition and some analog you should notice that when your hooked to a quality HD antenna and assuming you are within broadcast distance you will be very surprised at the quality you will no longer have blury or faded pictures they will be crystal clear. This is because digital broadcast is either there or it's not. no inbetween although you can get what is called speckling thats where little dots pop up randomly the best olution to this problem is buy an additional antenna and run both antennas in through a splitter and this should clear that problem up redundancy is the answer

Hope this helps

Channels and inputs change by themselves

sometimes unplugging it from the wall for a few minutes or even overnight can fix weird issues like this.

also, there is a small chance that a new channel scan thru the menu system might refresh the channel memory and clear it up.

this series of TV's are prone to a lot of problems tho, so it will likely soon be time to start shopping around.

You requested more info on my tv

It sounds that you are talking about the video amplifier board and the other part is called the "yoke".
Can you provide me with the exact model and chassis number of your TV to find a part supplier that carries those RCA parts.

No Power

I am having the same problem. I have done some research and found a notorious cap and diode problem with this set. In my case the diode appears to be ok. This info comes from some forums and a service buletin from Thomson Co.
