The problem is likely a defective PSU, but the TV must be tested by a technician before replacing parts.
If the TV went in standby and does not wake up, but stays in standby with diagnostic light blinking, then the TV has on protect mode after detecting a malfunction.
When this happens higher voltages from PSU (this power supply operates at different voltages) are shut down to prevent further damage.
