With the symptoms you describe. I the problems that i see is one. the Green crt is overdriving, or the blue and red crt are burnt out. the glow on the bottom is the heater element. and the tube could be still be bad. There is another possible cause. the crt driver boards could be damaged too. the little cuircit boards on the crt neck. these boards can go bad because the tubes can leak coolant onto the board. look for something wet on and under these boards. this coolant is conductive and corosive. most of the time i have seen the tubes go out at the shop the tv will not remain on, There could also be problems with the high voltage distribution block again this ussally leads to a shutdown. but not always ... If it is faulty tubes. most of the time the set is not value worthy of fixing. cost is to much both in parts and labor. If it is the crt boards. you might be able to replace them. for about 75 per board.

There is somethin wrong with either its EHT section or power supply section. Your description gives me very little to say a strong opinion. In both cases, it is very dangerous to handle the components at these sections. If you haven't got enough experience in handling high voltage electronic sections, never attempt to do anything with this TV. Normally EHT arcing is more common to this type RCA sets. In my opinion, get it repaired by any experienced service technician. OK.

Projection TV sets have two very common problems. One is convergence ( 3D/Warped video) the other is CRT fluid ( Dull Video). Below are more details for both items. Also, complete repair kits with instructions and repair support are avail from site such as www.TvRepairKits.com
Common Problem #1) Convergence has gone out
Projection TV sets need to have all three colors - RED - BLUE - GREEN - lined up correctly on the screen in order for the video to look normal. When its out of alignment the video will look 3D, wavy, distorted, etc. Most of the time you just need to adjust your convergence in the TV menu. If you cannot adjust it in the menu - then your convergence is broken and needs to be repaired.
This is a very common failure on these projection sets and a fairly simple DIY fix. All projection sets including Samsung, RCA, Sony, Philip Magnavox, Panasonic, Pioneer, Akai, GE, JVC, Toshiba, and others at some point will have the same problem.
Common Symptoms include....
- Screen looks 3D
- Colors don't line up
- One or more colors can't be adjusted when using the convergence menu.
- Screen is bowed or warped.
- TV shuts off after powering on. Power light will blink. TV may also make a chirping noise.

Projection TV tubes have a liquid coolant that is used to keep them from overheating. After many years the coolant in the blue and green tubes will become cloudy and cause the screen to look dull, red/orange, etc. You may even see halos around images.

Something wrong with its horizontal output stage. Never switch ON the TV till the fault has been rectified. It may cause more components to burn out. As the fault occurs for just a short period of time, it will be very difficult even for an experienced service technician too to point out the exact thing happening. Get it repaired by someone whom you know well experienced in servicing RCA TVs, or send it to RCA authorised service center and get it repaired. OK.

- Bad lamp (most likely the cause)
- Overheating
- Bad power supply
- Bad ballast
To properly diagnose your television, i'll have to know more about the symptoms. You can start by moving the television away from any walls. This will give it better ventilation and cooler operation
