It's always possible the new battery had lost it's charge before it was installed. Check it with an ohm meter for it's voltage. Other than that, either the contacts in the battery holder may be in need of cleaning or the battery wasn't installed correctly.

did you check the fuses and if thats not it then the light may be burnt out.

It's usually fine to leave solid state electronic equipment turned on. A small amount of heat is produced when powered up and it will usually help to prevent condensation inside the case if that's a problem. Unfortunatly the impact from a fall can lead to numerous problems ranging from a broken fuse to a disloged power supply to a cracked board. Static is usually the result of a bad connection. I suspect there is a bad solder joint.
