If you have a schematic diagram of the power supply you would have to check for the feed back circuit which comprises of an error amp and an optoisolator check around that circuit and change any faulty component that should solve the blinking condution and thus will bring on the power supply

You need to remove the back and check for a blown fuse, and if you stick a new one in and it blows too, then you probably have a shorted horizontal transistor that is mounted on a heat sink near the fly back transformer, and you are looking at about 100 on repairs if taken to the shop.
