It might test ok resistance wise but might break down under the load of the television in operation. Then again it depends on how badly it was burned.

Try this: On the flyback transformer, raise the SCREEN voltage. There are 2 controld on the flyback - the top one is FOCUS and the bottom one is SCREEN. As the tube ages its emission decreases, and the computer monitors the tube's emission. When the emission gets to be too low, the computer shuts the set down. This is exactly like IK blanking in Sony sets, except Sony blanks the video and Philips shuts the set off. To set the screen voltage properly, turn the brightness and contrast to 0, raise the screen voltage until you see the white retrace lines in the picture, and then back down on the screen voltage until just past the point where the retrace lines are gone. Reset your brightness and contrast and the set should play fine.

I'm assuming that you have checked that the sound is not muted. To confirm that a reset to factory settings is the next procedure: Menu - Setup - General - Factory settings. If you don't see/hear any modifications then it's a hardware defect, not something with the settings.
This happens when the tv thinks that the headphones are used. Simple test to confirm that: plug in a pair of speakers and see if you get the sound on them. If you get and the situation doesn't changes when you unplug them then this is a mechanical defect: the small switch inside the headphone jack is faulty and keeps signaling that the headphones are plugged in when they are not.
The only way to fix that is to replace the jack, which involves a very delicate soldering procedure , one that only a good repairman can do - you must call one.
