Without a picture of it it's hard to say what you mean. Sometimes on a CRT TV the vertical scan doesn't fill the screen, but that would cause a black band both top and bottom. The usual cause is a capacitor drying out. But only a qualified tech should look into that.

The TV may have blown out. Time for a new one are you can reset you TV. Hope This Helped

There should be any short circuited component/s at it main board. Contact any service technician.

If fuse must blow up, surely there must be a short circuit with inside circuit board. Check it, and rectify it first, before confirming the fan is bad.

They will stay on if you are just hooking up the speakers. If you want the TV speakers to shut off, use a stereo system or something to switch audio inputs.

You need to check power rails and look for bulging capacitors near heat sources.

First disabel the lock and re-enter your own lock code. For this do the following.

Philips sets use a four digit code to control the v-chip. The override code for Philip sets is 0711, although it may say "Incorrect code" the first time to trick you. If "Incorrect code" is displayed, simply enter 0711 again. To use it hit the MENU key to get to the menus. Go up or down until you reach AUTOLOCK or SMARTLOCK, depending on the model, and push the "right arrow" key on the remote. Enter the override code, and enter it a second time if it says it is incorrect. Once in the AUTOLOCK or SMARTLOCK menu, go to BLOCK, and push the "right arrow" key. Go to BLOCKING OPTIONS and press the "right arrow" key. Go to MASTER DISABLE and press the "right arrow" key so that it says "MASTER DISABLE ON". The v-chip is now reset. OK.
