Faulty power supply from experience - to put it simply, something in the circuit has simply given up under load and stopped the set from working (e.g. a shorted diode/IC package). The blinking LED/standby light on the front indicates the set is in 'protect mode'. Visual inspection is a good idea - I am glad you did a little bit of that to see if there were any blown or burned components - naturally you didn't notice anything unusual (modern sets use a lot of surface-mounted parts which can cause all kinds of trouble - and are a royal pain to replace being so tiny).
You could obtain a multimeter and check the diodes in the power section to start with and progress from there.
Due to the complexity of modern circuitry, and the use of cheap components during manufacture, along with a lack of available spare parts these days, it makes repair somewhat uneconomical and not exactly worthwhile in a lot of cases, especially if a replacement/refurbished board has to be ordered for a specific product model and shipped to fix the problem. The only way you can get around the cost issue and be assured of quality service is if the set is currently under extended or manufacturer's warranty.
Tv does not come on
Those are not good signs. The TV needs repair. I would unplug it and not turn it on again. If the TV is still fairly new say within five years or so, try to find a reputable repair shop. Sometimes the local Better Business Bureau may help or ask around.

I believe this set has a horizontal output that has a damper diode inside. you can check inset or out, most popular is out set. take multimeter and put on ohms or continuity and touch each leg by holding one lead to end and if you are looking for a short then in continuity it will beep or zero or very ohms. And Ohms just the same way. looking for low ohms like 1.0 or 0.9 or anything close. Switching leggs back and forth. If all three legs are shorted then replace. but in this one 2 can be shorted and still be good, just depends on which ones

I'm assuming that you have checked that the sound is not muted. To confirm that a reset to factory settings is the next procedure: Menu - Setup - General - Factory settings. If you don't see/hear any modifications then it's a hardware defect, not something with the settings.
This happens when the tv thinks that the headphones are used. Simple test to confirm that: plug in a pair of speakers and see if you get the sound on them. If you get and the situation doesn't changes when you unplug them then this is a mechanical defect: the small switch inside the headphone jack is faulty and keeps signaling that the headphones are plugged in when they are not.
The only way to fix that is to replace the jack, which involves a very delicate soldering procedure , one that only a good repairman can do - you must call one.

In order to pair your RMT-D197A remote to your Philips TV, follow these steps: 1. Power on the TV with the remote. 2. Press and hold the Setup button on the remote until the red LED light blinks twice. 3. Input the four-digit code that corresponds to your brand of TV on the remote. This should be found on the enclosed code list. 4. Release the Setup button. If the code is correct, the red LED light will blink twice. 5. Aim the remote at the TV and press the Volume Up button. If the TV responds, the remote is paired correctly.
