Why is it is not detecting the disc?
yes it does need to be cleaned if your in a dusty area. the lens gets just a little dirty and it won't work well. I bought a cleaning disk that works ok or you can buy cleaner and use a cotton Qtip to clean the lens.
What does error code E
It means the machine has gone into diagnostic mode - unplug for more than 30 sec if it still persists take it in for service or open casing to see if there is a cd stuck inside

Your no disc error can be a DIY like the following
steps.
Assuming that the disc is good.
1.Clean the lens. -
Sometimes because of dust and any tiny foreign object, the lens can't read any disc. Try clean the lens by
soft cotton buds. Be careful while doing this.
I've suspect that your Spindle motor is already faulty since it doesn't spin the disc. If you can't perform the steps below, find a friend with backround in electronics to check the lens assembly.
2.Replace the ribbon - Check
the ribbon connected to the lens from the main board for scratch,
damage. Once it has an open line then of course the lens can't read the
disc. Also try to erase the contact by pencil eraser. If you've done the steps
above and the symptoms still there then the next step requires you a little
knowledge in soldering technique and reading the ohmmeter.
3.Check the motor - Check
the motor that spin the disc with an ohmmeter. You can test it using the
ohmmeter (x1) even it is connected on the lens assembly.Good
motor - reading should be fairly high and it will spin. Bad
motor- reading will drop to low resistance and will not spin.
Hint : 50% of my
repaired unit the above parts are commonly caused of the problem.
If you confirmed that you have a defective motor
then replace it with a new one. Before replacing the new motor you have to
check the clearance of the disc holder with the old one. The clearance should
be the same as the old because if not the lens will not read the disc if it is
too far or too close.
You may also replaced the entire lens assembly for your convenient.

Will not power up
I would seriously take it to an electronics repair shop, if one is close by. Otherwise, you may want to check that you left all connections as they were, that nothing was left in the machine that might cause problems, and possibly use a computer vacuum to sweep out any dust. Be sure to check that all wires for the power supply are connected, and not exposed, because an open-air circuit will disrupt the connection with carbon scoring from the air around being ignited. That might explain your buzzing.

This sounds like there is a dead spot in the spindle motor. This is not a replaceable part in your model. You will need to replace the optics assembly. This can be ordered using part number:

Common issues causing the dirty disc error are: dirty lenses, lasers wearing out over time, capacitors failing on the control board, grease on the rails the laser slides back and forth drying out, and using non pressed (burned) media that fades over time.
Sounds like you have tried cleaning the lens and I am assuming this is happening to all your media. So I would say that it probably needs to be replaced because lasers and other internals are not user serviceable. Especially when dvd players are so cheap now.
