I'm sorry, but if you don't know how to order the correct BB or properly install it you should not be building a bike from scratch, as this is probably the first of many problems you will have. Which brand of shifters are you using? A SRAM derailleur won't work with Shimano shifters and vice-versa. So - first; if you are using SRAM shifters with the Red derailleur - then changing to Shimano will not solve your issue but only make it worse. If however you have Shimano shifters - then this is a good solution.The Red derailleur should not shift that poorly with SRAM shifters. It is not the best - but it's not bad. If I had the bike in a repair stand I would be looking carefully at the following after affirming that the shifting system was indeed all SRAM:

• Derailleur cage height relative to the large chanring - should be a maximum of 2 mm
• Derailleur cage should be aligned as close to parallel to the rings as possible
• Derailleur upper and lower limit screws should be adjusted within spec and in order to allow the derailleur to travel the correct amount for ideal shifting
• Derailleur cable tension should be correct.

the shift wire that goes into the derail-er might need to be pulled a little more loosen the nut that holds it tight and then pull the cable some then tighten the bolt back up and do different variations on that till it rides and shifts smooth

Riding small-small is called cross-chaining, and is not recommended. On a double chainwheel bike at least the smallest and sometimes the next smallest should not be used. On a triple it's more like the 3 smallest. Nevertheless, the derailleur pulleys should take up the slack at least, if you have not made any changes to chain or derailleur. The spring on the pulley cage may be broken or weak. You need to get in-person help at a bike co-op or bike shop. Yeah, derailleurs are sold as a complete unit, just replace it.
