From what i've read in the manual you need to fill both the pump and the motor. The pump itself will have a dipstick, the motor gets filled to the top. If the motor has two inlets one should fill up when you pour in the other side. Most briggs had two motor oil inlets so the motor could be used on several types of equipment. The pump itself should use about 9.6 oz

Wipe any grease and grime away from the code stamp with a cloth or moist towelette. Use a magnifying glass to see the numbers clearly.
Write down the first two numerals in the third set of numbers in the stamped code. These will range from 01 through 12 and correspond with the month of the year. January is represented by 01, February by 02, and the sequence continues through 12, which represents December.
Copy the third and fourth numerals in the last section of the code. These numbers range from 01 through 31 and correspond with the day of the month.
Note the fifth and sixth numerals of the last part of the code. These digits represent the year the engine was manufactured. For example, if the numbers are a "5" followed by an "8", the year of manufacture was 1958.
Ignore the remaining numbers in the code. They represent the assembly and plant where the engine was made and have no relevance in dating a Briggs & Stratton engine.

Rotate the engine in the direction it runs, since the stroke sequence is intake, compression, power, exhaust, the exhaust valve will open and close followed closely by the intake. After the intake opens and closes there will be a pause before the exhaust opens and closes again.

Yes, the hole is supposed to be there. When you push the bulb, your finger should cover the hole and when you release the bulb, take your finger off the hole. Your finger acts as a simple one-way valve that builds pressure in the primer system.

Web search "briggs & stratton 422707 parts".

Several sites have B&S. You'll need 6 more digits for engine type and code.

Once you have a part number, try eBay for $ savings.

The family number won't help you get information. You need model and code numbers. If you knew the model I can explain how to set it up. also what is this engine used on?

Many engines today either have no drain, or a drain that you cannot get to because of the way the engine is fitted, just buy a syringe to suck the oil out, there are plenty available made to do just this job.

If it is an older engine with standard flywheel ignition (contact breaker inside the flywheel) the coil will be grounded except when the contacts are open and even then a casual test with the average multimeter it will appear to be grounded as the coil resistance is very low; just a few ohms needing the low range of a digital multimeter to measure...

When those engines have been unused for a while it is almost certain the contact breaker and perhaps the condenser will need attention.

If it is a later engine fitted with an electronic ignition module, once the kill switch has been disconnected and the spark is still absent, it is almost certain to need a replacement module unless the flywheel has lost most of its magnetism.
