These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. The TV is on standby mode due to protection; some error in the board. If you have spare boards, try replacing it one by one, starting from display board.

Try to replace the Main Power Supply board first.

This TV (TH-42PA20U) has internal fan, that is reported in service manual. The 11 blinks is indeed P or PA board fan.

As probably explained the TV is in protect mode. Protect mode starts when a fault is detected. The second click that you hear is the protection switch turning off the PSU higher voltages to prevent further damage. Only the low standby +5v or +3.3V is allowed. As a result the TV will be forced to stand by.

As probably already mentioned, the 11 blinks means a problem with fan or fan control. Fan is tested energizing it and reading volts at connector.Fan control is located on PA board (DC/DC secondary PSU). This is a DC 15V circuit. A diode (D574) and the +15V transformer must be tested, along with the fan. +15 V coming from power board must be OK and steady.
The fan itself is rarely the problem, most of the time you have to test at component level to find the fault.

If No video, no sound, and no OSD, however, the power LED is on and the LEDs on the SS and SC board are also on.

Check IC7502 of the PA board for Sub 9V output. If the voltage is missing, change the PA board

Flashing RED lights in Panasonic TVs means a fatal error code. Unplug the TV, wait 1 minute and replug. If the LED still flashes it needs professional service.

there are a number of parts that may cause your problem power supply, z or y sustain boards, drive boards or panel. needs a qualified servicer to check out.

employ a technical expert to measure the diameter,type & length of the screw to fix.
