BBC channels change to BBC
I don't have a solution but I would like to add that I am having the same problem which started quite recently (April 2011). Phone Panasonic UK support (0844 844 3852) they were very helpful. They haven't solved the issue yet but I guess the more people recording the same complaint gives them increased diagnostic information. I wonder if this is localised to a particular transmitter? My local transmitter is Bilsdale.

TH-37PE30 - DVD picture now lousy (herringbone?)
Do you have an S Video cable connection on the DVD player? I'd try that If you have one or component (red green blue) cable or even the composite (yellow) connection. The SCART connection on the input PCB of the tv could be damaged. The cost of this board may be pricey so if you can use the other type of connections with the DVD player I'd recommend that or get a DVD player that has one of those. Your model does not have HDMI so those are your only other options. Hope this helped

CAN TH-37PE30 37IN BE CONVERTED
For a short answer - no.
It requires a new tuner, cards, and larger power supply.
The cost of conversion far outweigh the price of a new unit.

Buzzing
The noise is caused by dust on one of the toroidal transformers(usually a round looking thing with wire wound around it). Go to the back of your television and try
and pinpoint were the sound is coming from. Turn your television off and blow it out with compressed air if it is close to air vents in the television. If you cant see it you might have to open your television back panel.
