Most dishwashers leave some water at the base at end of cycle.
The problem is there if a large quantity of water is left when the cycle is complete. The most common is blocked filters in the pump sump. If this is clean then the next problem could be outlet hose or the kitchen sink waste pipe. Make sure the kitchen side is clear. If all this is ok then the blockage could in the pump itself. im not a dishwasher repair man but i know about mechanical and electrical equipment. sounds to me like a motor has burnt or burning out probably with one of the pumps. if its during wash then its the wash pump if during drain then the drain pump (im assuming these are two separate pumps)
