Xerox Phaser 8400N Printing Stripes
When you go into the eliminate light stripes there is also a mode called Jet Substitution. You can sometimes bypass the bad jets.
If that does not work then the print head will most likely need to be replaced.
You can replace the printer for less than the cost of a print head normally..

Your preheater needs to be replaced.

the supply.
1. Run the printhead Left Jetstack Heater test.
2. Verify printhead wiring.

Turn off the printer and open the printer back door. Use a spot light and give look inside properly. Make sure there no paper. Some time small part of the paper creates the problem. So you can do one thing after open the back door, top side etc make the printer upside down etc. So if anything inside that's will come out. After cleaning again connect it with PC and turn on. Now give a look. If you face same problem then Un-install the printer driver and software from the PC. Then restart the PC and Printer both. Now connect the Printer with PC via USB and install again the driver & software. Then try to print and let me know the result.

What has most likely happened it the tab that actuates the cover switch has broken off. What you want to do it open that cover and look around the edge where it meets up with the other cover. There will be a hole, I would say about a half inch long and about a quarter inch wide where there will be a switch. Look at the exit cover in that area and you will probably see where a tab was, and is not broken off. You normally can fix it by making a couple of small holes in the cover and epoxying a paper clip in that area as a new switch actuator. You have to break or cut the paper clip to the proper length and so you have 2 ends to pop through the cover and epoxy it to.
Xerox Phaser 8400 problems with vertical alignment
That can be one of two things.
1. There is a drum encoder on the end of the drum motor.that picks up silicon lubricant from the maintenance kit roller. Normally removing it and cleaning it will resolve the issue, sometimes it needs replaced.
2. There is a print head block that can become dirty and not allow the print head to get into the proper printing position, but that most likely would cause an 07,10.043 code and shut down. I really suspect a dirty/contaminated encoder.
The encoder is on the right side of the machine looking from the front, once you locate the drum shaft you will see it. Sort of flush it out with alcohol and allow it to dry, put it back in and you should resolve your problem. If not let me know.
