Is the Midland micro mini mxt90 repeater capable.
I would say no, it's not repeater capable for widespread use. After taking a look at a photo of this radio, I don't see any buttons to program a specific frequency that would allow listening to a nearby repeater. The GMRS frequencies for this radio, probably in the 462.000 range, are preprogrammed and locked in. If you're lucky, you might discover a repeater in your area on the UHF band in this range - just for listening. It would require a FCC license under Part 97 of the FCC rules to transmit. The GMRS radios can be licensed under Part 95, mainly for family members to communicate with each other. Hope this helps.

There can be a number of problems causing this. The most likely cause is something is wrong in one or both of the antenna lines.
Another problem could be that one of the radios has a broken connection at the antenna jack on the rear. I am sure that you will find the problem with one of them, not both, if you have the SWR and output power checked on both radios.
You did not say if you have tried contacting others from both radios. The one that can't talk to others has the problem.
Radio will not stay charged
It sounds to me that you have a defective battery. This can happen if a radio is left on charge or left uncharged for an extended period of time. I could be wrong but this is the most likely cause, especially if the battery is not a lithium one. They have this problem as well from time to time.
