In most cases, the main board might have to be replaced. If so, a software [firmware] update too might be necessary.
Before going further; try a hard reset first. If it does not help you, replace the main digital board. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; visit the site linked here.

My Samsung TV is cycling its power on/off, what parts need to be replaced?
Samsung have had trouble with power supplies in the past. I worked in a company that had a large number of Samsung TVs and we would have a least 2 or 3 each year that had to have power supplies replaced. We had a repair agent do this for us and from memory cost us around $250 Australian.

Fault to the main power supply regulator section. Either it will be on a separate board, or on the part of its main board. If Vs & Va voltages will differ to an extent, this type of fault can occur to Plasma TVs. The adjustment to these voltages are possible, and the adjustments presets are there at the power regulator board. Please contact any service technician before replace the power board. Even though you replace this board, you have to adjust the above said voltages after fitting the new power board too.

Remote does not work
easy way to check remotes if there working, is to use the camera on your phone and point the remote at the phone and hit some buttons, you will see the invisible UV light the remote uses threw your phone.
If no light is seen might be a battery or battery contact issue, try spinning the battery's while doing the test... KOOL huh

Samsung plasma TV PN63A650 will not turn on, just makes continuous clicking.
the capacitors seem to have gone bad if they have like a black dot on them it is a sign they have actually blown they can be replaced by placing new ones on but it would be better if the board was replaced (unless you wish to replace those capacitors please please do be careful in doing so they hold enough charge to give you a bad zap even kill if one isnt careful)
Samsung 60 inch plasma not turning on. Unplug HDMI and turns on. Let it warm up (15min) then one HDI (720) works. Replaced caps but no change.
