In the shutter counter of canon t3i,,,how many numbers of shot can I make,,,

There are several points here. The number of shots available at any time is dependant upon :-
1. The state of charge of the battery
2. The use or non-use of the flash
3. The size of the SD card used for recording the pictures.
The number of shots left is given on the bottom right hand corner of the LCD screen and should presumably take these things into account from past history. Otherwise the number may just reflect the space left on the SD card. In terms of continuous shooting, it takes about 3.7 shots per second whilst the shutter button is held down, presumably until the battery runs out, or the SD card is full. My canon T3i wont focus with either lense?
Most likely your camera is set to M manual focus. There's a little switch on the side of the camera that has S/C/M. The S is for single servo focus so it focusses on one subject and does not re-focus. The C is for continuous for action and movement and the camera continuously re-focusses, and the M is manual focus.
The other possibility is that both lenses are switched to Manual. There is a switch on the lens that says M/MA. Be sure it's on MA
How can i change 40 dpi to 300 dpi for a magazine
If you didn't shoot them at 300 dpi you cannot convert them to such in your camera. You can upscale them in a software program like Photoshop or the free GIMP program but the quality will suffer. My suggestion would be if possible, to re-shoot the images after changing your camera settings to 300dpi or better.
Can not set date stamp to show on my pictures and computer
The date and time (and a lot more) are stored with every picture in its EXIF metadata. Any photo viewing/editing program should be able to display this data. To print this data, please consult the documentation for whatever program you're using to print your pictures. Depending on the program and printer you may print the date on the image, in the margins, or on the back.
7d - problem with shots remaining
Maximum for counter is 999. Counter is showing 999 because you have space available for more than 999 shots. If you've got a very large memory card it may tke quite some time to get below 999.

Top edge of my photo is a black diagonal shadow
Sounds like it could be vignetting from either a lens hood or an accessory. Are you seeing this in all photos or flash only? If flash, sometimes a wide shot with a lens hood on will block the flash output and cause the described shadow line.

Why is there nothing showing in my lcd after I turn camera on?
This is an indication that the LCD is not functioning. You haven't indicated the make and model of your camera but if it has a view finder, try taking some picture and view them in a computer. No view-finder? Just point and shoot some subjects and view then from a computer.
Are the pictures OK? If they are than you might want to maintain that style while looking for replacement parts of service tech.
