The only way to remove this if you don't have it re-registered to your own google account yet is to do a hard reset switch off the tablet in the normal way then switch it back on by holding down the power button and the volume up at the same time and choose factory reset this will unfortunately lose all your data but I'm guessing it wasn't your data anyway lol

My first guess would be you have a broken battery. Try to open it and measure the battery. If it's above 3.7V, it is fine. Then you have to consider that your motherboard is broken.
