Things to check : bent or missing pins on the processor. Power switch on the case may have jumped a pin if you have removed it . Make sure the 4 pin power cable is fully seated on the motherboard if it is used. If none of these places are the problem, then it's possible there are too many domed electrolytic capacitors on the motherboard which would stop the power ok signal from the motherboard from reaching the power supply.

Make sure that the mo bo will work with 7. Another thing to check is the disk used for loading. It might be defective or perhaps your optical drive may be having problems reading it - in that case try another drive for the load.

For heat sinks, apparently nothing. For CPUs and motherboards, there are not interchangeable. For example, an LGA1155 CPU will not fit in a LAG1156 motherboard and an LGA1156 CPU will not fit in an LGA1155 motherboard.
