Hoping you've resolved problem with App.
Check the voltage output of the charger. If no voltage charger is bad. If you have voltage at the charger make sure the connection to the Tab is not loose. Plug it in, try moving it a bit, wiggling slightly, if it comes on at some point the Tab charger connector is too loose, may need replacing.
This actually happened to me once! What you need to do is play around with these few things: Charge it, Try to turn it on again, Wait until it loses battery life, then try to turn it on, or leave it alone for a couple of days, then try again. Repeat these in random orders to see if it works. Also, it may be a problem with its temperature environment for it at some time. If you had it in your car when it was very hot, that could be bad for the tablet, also in snow or very cold to freezing temperatures. Your going to have to reset it..and lose all info on it,,and start over..youtube will teach you how to do it...but you can hit volume down...or up...cant remeber...and hit power button at the same time..and it will go into a repair, reboot mode..and you have to move the volume buttons up and down to select factory reset...then hit the power button to start the process..
You need to reset your Software by going to setting >backup and reset it should be fine later if it does not help than you need to check your charger by using different charger if charger is fine than you have to replace your battery.
Replacing the battery is trivial once you manage to remove the Galaxy Tab's back cover. However, that is the catch: the back cover snaps on the case using roughly twenty rather fragile plastic fins and it is very easy to break them off in the process.
I do not recommend to attempt this without some experience and proper tools - forget about prying the case open with a screwdriver, you'll nick the plastic badly and you may break off the lot of the fins.

I also assume the case used in the video was opened and closed before and by slight wear, it comes off more easily compared to a virgin immaculate case.
The actual battery replacement is done by removing six screws and a connector and after changing the battery, putting the parts together in reverse order.
At this level of charge their is not enough to start the boot process , if it doesn't charge at all their may be a fault with the Battery cell , however i had a similar issue, just leave it for a while, if their is still no indication that its charging or it wont turn on their could also be a problem with the Start Button
First check if all contacts, on the battery and in the tablet are clean and shiny. Only clean contacts with a dry cloth or cordon swab.
Just a scrap of paper or some dust can spoil all the fun.
If this also does not work you can do what you said, goto the repair shop, or buy a new battery.

Try holding down the button on corner end and at same time hold the volume up button, keep both depressed for about a minute and should reboot.
If that does not work try the corner button and volume DOWN button for the same minute timeframe.
