If your using great battery's then I'd recommend that you have the camera serviced due to it having dust/grit in lens drive unit although I do possess the manual.
What exact model is it ie DMC-FZ5XX ?
Menu settings
The noise occurs when your camera has to shoot in low light at a higher ISO setting. For the quality of photos this camera gives out, the noise isn't really much of a consideration unless you're planning to try to blow it up beyond 8x10. Softer settings are good for portraits but essentially they blur the edges a bit to give skin a nicer overall appearance. Using your softer setting will blur the image slightly, your image won't be as sharp but you might not notice the noise as much.

Water in camera
unfortunately, no. Once water has penetrated the camera, and it has been turned on before it is totally dry things will have been burnt out.
This camera is about 3 years old and to replace it with something similar won't cost you much.
When powered up, "Remove lens cover, press button"
The symptom of "remove lens cover" always showing can be caused by two different things. If the lens assembly has become jammed and will not move when the camera tries to extend it - this can cause the message. On some cameras a stuck-closed shutter can cause this message as well.
The symptom you describe of seeing two images prior to the failure is strange. I cannot make any kind of conclusion from that information without further elaboration.
Does the lens extend when you turn the power on? If not the lens is jammed.
Do you see nothing but black all the time on the screen and the captured photos? If so the shutter is stuck closed.
Either of these problems will require complete disassembly and re-setting of the lens elements. Check with your manufacturer and see if they will fix it under warranty. If not, there are service providers available on the internet who can service your camera.

Fisrt thing to do is to get your pictures back.
Get on line and surf the web to www.konvar.com.
Download PC Inspector.
Install the program.
How do you read your cards to computer through a card reader or through camera.?
Which ever way set up the card to be read
Direct PC inspector to it and follow the prompts.
When all is doe put each card in the camera and reformat.
Then run some tests and come back

Check that you have not got
1- macro setting on
[setting symbol looks like a tiny plant]
or that you have a low light setting which menas it is taking long exposures.
Aslso the Auto foxus may not be function as it should - one possibility is that the way you hold the camera covers the 'window'
make sure your fingers are aware from any of the front top panel 'windows'
When you depress the shutter part way down- does the lens 'motor' to focus
Or indeed are you doing part way or are snapping off shot and giving the camera time to focus?
Lots of thing for you to check out, before we start getting worried.
The difficult ones are if the camera has taken a knock and the lens mount has become dislodged
But do all the check first and do consult the manual
Locked up in alarm to remove lens cap
The issue is that your lens has become jammed or has malfunctioned. This can result from debris working their way into the lens's mechanical elements, an impact knocking the elements out of alignment, or an electrical failure with one of the motors which moves the lens.
You can try gently manipulating the zoom lens with a slight twisting motion. If this does not free the mechanism you will have to get the camera professional help. Check with your manufacturer for any service bullitins, also see if they will service your camera under warranty. If not, there are several service facilitys available online who can help you. Google it. :)

Black LCD screen , new photos black.
I assume you mean the viewfinder screen.
This has become inoperative because very likely
it has been given a knock, and [at the very least]
a connector has come adrift.
But it could be worse.
It will be a repair shop job I fear
But do get on to Panasonic Technical Support
just in case I have misdiagnosed.
Camera dropped in a bucket of water
I very much doubt it. If you had removed the batteries straight away, stripped the complete camera and let warm air waft over it for a day and then put it all back together and tried it, you may have been lucky. But wet circuit boards and electricity is asking for major problems. Even leaving a closed camera for 2 days wouldn't have given it a good drying out.
White spots
In addition, flash lighting dust doesn't make a white spot, but a fuzzy whitish circle (out of focus). The image underneath is still visible, but distorted. These are definitely not flash reflecting on dust.
Shutter lag
we're talking milliseconds... my camera takes the picture when i press the trigger and sometimes its so fast that accidentally take the picture before i have focus lock (that my error not the cameras, i just get trigger happy sometimes)
FZ5 to PC download problems
My golden rule with any digital camera is to ignore the cr@p software that comes with it - it is NOT required to download the photos off the camera. Simply (assuming you're using Windows XP) goto "My Computer", select the removable drive that is the camera (e.g. drive E:), go down a few levels of folders and you will see the files - select and copy or cut.
Best picture size to use
The higher quality will not degrade the prints, you can always reduce the size for printing, if you wish. (Although it shouldn't matter, if the printer is not able to print all the pixels due to limited resolution, it will downsize properly, anyway).
The only drawbacks are, as you noted, increased size/storage requirements.
I would shot always in the biggest possible size and with fine JPEG (no sense in using TIFF - the quality is not so different that you ever notive it).
The reason for always using the biggest size is that you can later crop and have better chances at postprocessing. When "THE" shot comes your way, you don't want to accidentily store it in all the glory of 800x600 pixels :)
(Switching sizes is a bad idea, you inevitable forget to switch the size back and shot an entire afternoon in the small size. Been there, done that, did not get the pixels back :)

No. All Lumix® Digital Cameras have a built-in feature to conserve battery power. After a certain amount of inactivity, the LCD will power down to preserve the battery. Simply hit the SHTR button, and the LCD will turn ON.
