Angela, try holding the power button and home button at the same time for at least 15 seconds until you see the Apple logo and the reboot status bar. This may get you going. This is a hard reboot. It won't erase anything. If it doesn't there may be a hardware issue that an Apple store technician may have to look at. Good luck.

You could try pressing the button on the front side twice and then swipe up the screen to get rid of it, when mine gets stuck I often do this to clear it off and it usually works for me.

Make sure that the tablet does not have an apple id already signed in. If no apple id signed in you can make your own new apple id. If there is an id already signed in contact apple on how you can reset password.

I think the best idea would be to back up your photos to Microsoft Onedrive. You can then view and copy your photos to the Ipad using the Onedrive app. I looked and there is a Onedrive app for the ipad. You could also back up your pictures to a computer and then copy them to the ipad using Itunes. I think the Onedrive route would be easier.
