Well i suggest you not to bother turning on your PC at all if it is water damaged it is a safety hazard hopefully you have insurance, i suggest getting a new PC do not attempt to turn it on if it is water damaged.

you can remove your side cover,and unplug everything from your power supply. then if you plug in your computer and the light still flashes it's your power supply. If not it's something that it is powering. Most likely it's your motherboard. I had this happen to me when there was a power surge/ outage and my computer wasn't even on.

the 4 arrows that you see on the keyboard which are separate from the other keys, must be one of them.

Go to control panel---> Add remove programes---> uninstall the entire HP installation. Restart the system. the message will not come.

If u want to install the HP image again then, reinstall it fresh from the HP CD.

Pull out the battery and replace it again. Then power it on again. If the problem persists, you will need to have the motherboard, processor and RAM checked by appropriate technical personnel. Any of these could be responsible. 

its in standby mode unplugg the computer from ac wait 30 mins and re hook Ac . the try tuning it on . when screen come up go to set up mode and force it into bios then reboot as see if it boots normally. if it does the your ok . it not it means its time for either a new power supply or a newcomputer. MTBF mean time between failures = total operating time your computer has been on.

Dont leave computer on all the time. this lengthens the MTBF.

take out the battery and try to start the laptop with the ac adapter only if it works that could mean two things
1) either the battery is bad
2) or mother board is bad

You did not mention which laptop model you have, which makes a diagnostic a little bit difficult.
The light you describe (3 discs) indicates that either the internal hard drive or optical drive is being accessed.
That is generally ok, if you read or write from your hard drive or you have a CD/DVD running.

It CAN indicate that you do not have sufficient memory installed and the RAM can't handle all the requests, so it has to write and read constantly to and form the hard drive. This is called "Memory swapping". This happens also if you are not doing anything that involves the hard or CD drive (in idle).

This would answer your question, but if you need any other information, come back here and let me know. In that case it would be helpful to know which operating system you are running and how much RAM you have installed.
