Have you checked the flasher relay. When the hazard switch is on and the breaks are pressed they will stop the hazard lights from flashing until the break is released in most cars. The turn signal only controls one side at a time and will not be effective when the hazard lights are switched to on.

Start by getting a current schematic. If you are doing the whole dash, I would investigate several manufactures that have a pre-built wiring harness. Otherwise, buy some automotive wire and have at it.

check cables and wiring to battery, engine, alternator, and body. Maybe you have a stray current draining the battery while the car isn't running. Grab some wrenches and test equipment.
