It could be that the motor for the device needs to "warm up". Everytime it stops the internal thermostat sees that the target temperature has not been reached so it starts the internal motor again. This happens in a cycle until the motor gets warmed up or the target temperature is reached. This is my hypothesis. So, you might need to get the devices's motor checked out. Thank you.
