I don't think the problem is your filters. If you had clogged filters it wouldn't be filling with water, or if you had a bad water valve (not electronically opening the water valve) again it wouldn't be filling with water. I have to go through this in my own head so bear with me. :0).
The fact that the water is stopping seems like the sensor for it being filled to the desired level is OK, but having said that, have you tried setting the water level to a Small, or Medium load just to confirm the water sensor is fully functional? Now you say it had "excess water"...is it overfilling? if it's overfilling then maybe your water level sensor is malfunctioning? if you confirm the water level sensor is working at Small, Medium, Large settings where it's not overfilling, then I would look at the main cycle switch as maybe being bad. If the water levels are incorrect and it seems that may be stopping the machine from going to the next stage in the cycle, I would closer at the valves. See if you can find anything online for your particular washing machine. There are sites out there for just about anything.
Fabric conditioner drawer
Try cleaning inside the the machine where the soap dispenser drawer fits into. Sometimes this builds up with lots of soap and fabric conditioner residue and stops the conditioner from going through.
Take the drawer back out and look inside where it goes to see if there is a build up of soap etc...

Replacing door seal on w698 miele
Normally they're held on with 2 wire rings, 1 at the edge of the seal at the door opening and the other on the edge of the outer drum. Unplug your machine and remove the lid, this will help access and give you more light to work with. Remove the ring at the door opening first and pull seal from the lip. Access can now be made for the one at the drum. Do the same for the one on the drum.
When putting in new one reverse the procedure and start at the drum, make sure you have the seal the right way around, normally holes in bottom of seal for drainage. Thread the seal over the lip and then put ring on. Same process for the front. Put lid on and plug machine in and test for leaks.
