The carriage is touching the cavers it need the flat rubber washers that are between the case and the frame look at the bottom of the typewriter remove the screw slip in a new washer and replace the screw do the same on the other side

just add wd40 this thin oil can penetrate in joins and nuts but first
remove all dust better if you have a air compressor
electric typwriters are 'old' - in general - and old generation completely. they went out of style (and use) as computers and printers became inexpensive and ubiquituous.
now you know why it was sold. it was defective and there are no parts available since it is likely more than 20 years old.
Laura, are you sure ribbon is in the proper guides and position, if they are, slam the carriage back and forth a few times to un stick the position er.
