Machine won't run through cycles automaticly
Sounds to me it might be a thermal pause, if your unit is running and then is required to heat up at a certain point and reach a certain tempurature before it advances, the heater is probably not coming on. The unit will therefore not advance.

Malber P21 won't empty...
noif water is gussing out when u puy the drain hose low to the ground then your pump has gone a way to check this without any water in the tank take of your outlet hose u will see a little fan inside the pump put it on empty get a screw driver and carefully place on the fan if the fan stops then it definetley neds replacing sorry love all u can do
Water control level
This is not adjustable. When full, the water level should be: between the very bottom of glass and about 2" up from bottom of glass. Anywhere around that level is fine. If water overfills, your pressure sensor may be bad, or its little hose could be clogged. To check for clog: Remove top (Two 1.5mm Torx screws in rear) ; On right side, see 3" round (brick red) plastic gadget (that's the pressure sensor - that determines water depth) with a few wires connected to it ; Unplug the power cord - for safety ; pull small black tube off pressure sensor and blow into it. If it's not clogged you'll hear bubbling (if there's water in machine) or just hear air going into drum. Pressure sensors very rarely go bad.
Service manual need
I have a malber washing machine and it is broken. One day, a loud noise came from the machine then, the machine would not spin out nor did the water drain from the machine. I would like to find a repair place who could fix my machine. I live in Providence, Rhode Island and would like to locate someone local. Can you please help me?

Please check the belt and also check the friction of the drum. If this is good then the motor capacitor must checked, you can couple a capacitor in parralel to confirm;

Sorry but with such a fault it is virtually impossible for anybody on this forum to remotely guess what is wrong with your washer ;-0(
It could be internal wiring/plugs sockets, control panel switches, control PCB, water inlet control valves, door solenoid as primary suspects. Secondary suspects could be main motor, drain motor.
I fear that your only real option is a service call as the engineer will have the right equipment to safely diagnose what is wrong.

Washer does not spin at

This sounds very much like the belt is slipping.
Belts are not expensive- sorry I do not know how much yours would cost- and are easy to be changed by a competent person:-
REMOVE POWER FROM THE MACHINE AND REMOVE THE BACK.
The motor support bolts should be loosened and the old belt removed. Often putting the new belt on is a bit of a struggle, even with the motor 'loose', because it is new and smaller!
Once on it should be tensioned by pulling the motor against the belt firmly- but not over tight- and the motor support bolts tightened.
ON NO ACCOUNT SHOULD ANY FORM OF LEVERAGE BE USED TO TENSION THE BELT. THAT COULD LEAD TO DAMAGE TO THE BELT, MOTOR AND BEARINGS- EXPENSIVE!

We would like to use
there may be a valve or stopping tap inside the maching that needs to be opened.
do you have the correct pipes on the correct inlets? if the wrong way round the machine
may only take hot thinking it is cold.
