Power supply DC filter caps will be the first suspect.
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, blown fuses, poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). SET MY REFRESH RATE TO TOO HIGH...AND NOW ALL I
try booting in safemode .. to do that.. reboot computer, as soon as it starts coming up, hit f8, then with the menu that comes up hit, start in safe mode, when windows starts up, just change refresh rate back, and then reboot normal...

Yes, it can ve repaired. The problem is if it will be cost effective. I would hook up another monitor just to rule out the video card. It probably is not the video card...but be safe.
LCD monitors are very easy to repair...and I would suspect the LCD itself...
Let me know if you need a source to purchase the LCD...you will price it yourself and determine if it would be cost effective.
If you have a CRT monitor...junk it...definetly too costly to repair abd parts are scarce.

Red Line
I was just looking at Samsung's site regarding this issue. It is most likely a line of dead pixels.
Direct from their site:
"The thin red, green, blue, white, black, or yellow line you see running through your LCD monitor is most likely a line of dead pixels. To fix this problem, you will have to get your monitor serviced or, if the monitor is new, replaced.
To set up a service appointment, contact Samsung Customer Care at 1-800-Samsung (1-800-726-7864). Have your monitor's model number and serial number on hand when you call."

The connecting cable or the video card would be the first suspects. Try a different cable to connect the monitor first, if there is no change, the video card in the computer would be second to look at. Can simply connect a different monitor to your computer to troubleshoot this. If the testing monitor works, it will be the graphics card that is the issue.
