hmmmmm ok kindaa easy kinda hard first what are you running because all you need to do is go to stat control panel displays then click advance or what ever to change the hert try change until flickering stop ok hope that helped
I have a Microtek 710S
Does it show any sign of life when you poweron the PC?
With the PC powered on, remove the data cable of the monitor (yes the D plug) from the PC and insert it back. See if there are any signs of life.
If there are any signs of life, reboot in safe mode by pressing F8 at bootup.
If it boots in Safe Mode, then go to Control panel->Display->Settings->Advanced.
Remove the Monitor and let windows detect the monitor.
Same thing can also be done from Control Panel->System->Hardware->Device Manager-. Monitor. Remove the monitor and from Actions select Scan for New HW.
Monitor
Monitors need power cords to function, & there is nowhere near enough power in the data cable to power the monitor. So, it sounds like the power cable got pulled out somehow and is now lying on the floor. The power cable will be a small plug like you have on a radio or other similar devices instead of the standard sized plug that older monitors have. Once you plug the power cord back in, it should be fine.

Blows fuse power board
fuses are to stop FIRE.when electronics shorts out, the fuse blows.fix'g that takes skill. and to do it efficiently a special tool is used,we use a current probe to find shorts.lacking tools, its 10x harder, isolating parts, 1 by one and a box of spare fuses.take it in the the geek squad, and go broke,orbuy a new monitor. (i have no idea the cost of yours $100 or $3000 ) nor its age or model number.im a retired tech. Ive even repaired, USN HUGE PPI radar monitors. that yes.catch fire and **** out waves of hot stinking tar , out the bottom. SPA-4's.ive worked it all. need help, post better , input.model numbers and age of monitor.

hi,
is the power indicator light at the front of your TV lights up during power on?if not then you are correct that should be an open fuse on the power board.You have to open the back cover of the monitor.To identify the power board,It is where the power cord is connected there is a fuse on the power board replace it with the same rating fuse are labeled with current rating such as 5A 250 volts.After you had replace the fuse and blows again after you test on do not replace it again check first the diodes and the regulators on the power board they might got shorted during the power surge.here is a picture of a diode and a diode testing
The white ring on the diode represents the cathode the other side is the anode there should no reverse reading during the test.if you read on a reverse bias diode is shorted..replace it the informationof the diodeis printed on the body of it use it as reference of replacement..

The electron cannon from inside the tube for the green has failed, the tube and the entire monitor with it is dead - time for a new one.
