It could be a simple cap problem on the control card. But, a 17"? That may not be worth the effort. Unless you have time and curiosity to look for a damaged component on the inner board. Since it does nothing screenwise it is probably something obvious if you open it up.

Get a technician to clean them out for you, for safety reasons. it is possible - by the way - to clean flies from the LCD except the fact that you must know how to handle such components as a LCD screen disassembled.

if i want turn off the monitor it does not turn off. Connected or not connected is the same while when it was good if there wasn't the signal output the led was orange. Now if there is or there isn't the signal output the blue led blinks

This is a "feature" they include to prevent accidental changes to the screen setup. You should be able to unlock the OSD by pushing the Menu button and the right arrow button together for about three seconds. The message "controls unlocked" should appear. Your video settings may actually be out of range of the monitor.
Try starting the computer in safe mode. This will provide basic video without anything fancy. Reset the settings to a lower resolution from the display option in the control panel (or simply right-click on the desktop).
If the display works then, restart the computer and then try different settings from Windows, not the monitor itself.

I think your cable is damaged.

I've you can pull your VGA cable (BLUE) out of your monitor, you can replace it by a new one.

I've not, you need to get it fixed.

That is a defect with those monitors...you should get the returned to the store...if you can't then you may have to do some soldering dude...it is a power issue with the monitor itself...you will need to find the replacement capacitor inside..but still the best advice is to return the product
