First, determine the model of your camera, then repost your question, being sure to include that information. Different JVC camcorders use different types of tape. Some don't use tape at all.

You can exit production mode by pressing the menu and reset button. Simply press and hold the MENU button first then press and hold the small reset button. Keep both buttons down until the radio powers off and back on. Do not let go of the buttons until the radio comes back on and off production mode. You may also press the MENU and reset buttons repeatedly.

The reason the tape is jammed in there is due to the mechanism not completing its routine and jamming. This can be caused by a worn/broken belt or even a motor supply or the motor itself. It needs expert hands to remove the cassette without damage.

Some forums suggest you don't need a special driver. other forum users say they have tried various drivers and not found them to work. And then there are those who claim the driver came out on CD. Would that leave you looking for an XP computer to run the driver upon? you would be chasing air to find a very recent laptop having a CD reader.
