Dell E173FPc 17" LCD Monitor Problem:

Although similar, this monitor and the associated repair is different than the "b" version. The link above is good to follow for finding out how to open your case but the actual repair is different. If you have minor soldering skills (really the de-soldering is the hard part) and can use a phillips screw driver you can make this repair.

I contacted Tom at a link I found on the "b" site and he sent me the typical components to fail for the "c" monitor. $20 and $1.35 for shipping. The site looks to be down now so I'm not sure if this is temporary or he's stopped selling parts. He is also willing to fix the board if you send it to him. Here's what you need to do:
Replace C922 and C923 with 1000uF 35V caps
Replace c924 and C925 with 470uF 25V caps
Re-solder L201 and L202 with fresh solder.

I did all of the above and the monitor works perfectly. When you take the monitor apart make sure you note where the blue and pink wires go (you'll know what I mean when you get to that stage). The connectors are identical and it would be easy to forget which way they were installed.

My monitor loads up, but the screen goes black, i

This must be caused by a bad or damaged capacitor(s) on the Inverter board (power supply board). The only solution is to replace the defective capacitors. To do this, you'll need some electronic tools like soldering iron, soldering wire/paste, etc.. and most of all the capacitors with the exact Unit. You'll need to refer to the one on the board for the unit, it should be written on the capacitor itself as "?" followed by the value. Actually this is related to backlight, but since backlight shows up and you could see the picture for a short period, then the reason is behind the regulators, means the capacitors. If you have idea how to solder or how to remove the soldered components, go ahead and replace them. You'll be easily able to identify them, bulged or exploded or broken.... If you don't know how to use and how to disassemble the monitor, I don't recommend as you might damage other components which will cause another bigger issue. I hope you understand.

If you need further help, let me know.

Good luck.

Monitor says 'auto detect, entering

This is usually not a monitor problem.

You have to start trouble shooting with elimination. First try to connect the monitor to another computer with the correct cables then if that works, you know your problem is on the computer end.

If not, you probably have the wrong cable.

There is also another option and that is that the screen resolution from the graphics card is not compatible with the resolution of the monitor.
This can be changed in the display settings in the control panel of your computer.

On/off switch flashing green, no picture

The problem is the backlight power supply has failed. Typically the problem is with the transistors have failed. If you know how to use a soldering iron, the is an outfit on ebay that sells a repair kit that contains the parts that usually fails in these monitors for only a few dollars. I have fixed my monitor using this route.
Hope this helps you.

Monitor cuts out after a few minutes

Sounds to me like a power inverter. Fix it yourself with the parts found on Ebay at a cheap cost to yourself. The entire Dell E173FP 17" power inverter is selling for $29.99 plus shipping.

The fix can be found at: http://syscon.wordpress.com/2007/07/13/dell-dell-e172fpb-lcd-backlight-repair/

Since you have connected this monitor to a laptop and the white screen is still there, then I am 100% sure that this is a monitor problem. Try to connect a different monitor to your pc. If the monitor does not show any problem, the definitely it is not the video card.

If the monitor is still under warranty, call the manufacturer otherwise, it is time to get a new one. If you need further help, reach me via phone at https://www.6ya.com/expert/elixirjose_00375ea24bd8141b
