I will admit, have never seen you monitor before. But looked up in Google and found this. Hope this helps. 1 Press and hold the power button for 5 seconds. check all connections. then separate the wiring so it doesn't touch. sometimes the cross-talk caused by wires touching can reroute the signals. good luck.

If the monitor power light is on or flashing, but nothing displays, borrow a monitor from a friend. If that works, your monitor needs replaced.

Not fully understanding the question here but if you are looking for the drivers for that monitor you may want to make your way to: Control Panel > Device Manager > Display Devices > Dell E173FP (Right Click) > Update Drivers
