Short in wiring

Look for bad solder joints, common problem due to poor design (the AC inlet is held in place by three solder joints, it should have been screw-mounted to the chassis)

When i turn on the monitor, no picture--just

Hello,

Have you check all connection to see if they are right, check if no cable was unplug, if you have and yet no picture display, It could be that the picture board on your monitor has started malfunctioning, since the power led or button is on, it means the picture board of your monitor has developed fault.

The best thing for you to do now is to take the monitor to a local repairer within your vicinity or any service center to help with the replacement of the picture board because the fault is not something you can fix yourself, in order not to complicate issues.

Take care.

Lines and shadows across the screen

I would try it on another PC first, also check the VGA cable connectors at both ends. It can be that the filter caps in the power supply are failing inside the monitor.
If you decide to open up the monitor, please look through my albums so you will have some idead what to look for inside.

Monitor keeps turning off but power says it's still on

You are OK with the power cord, more likely to be failure in the power supply/Inverter board, look for bad fuse and shorterd transistors, see Dell pictures here: http://s807.photobucket.com/home/budm/allalbums
Transistors should be checked out off circuits.

Black screen

If it fades linearly, it is probably the high voltage inverter for the backlight fluorescent lamp. Generally, the lamp dies over time with some flickering of it first.
That inverter is normally on a small, separate board and once the unit is open, it is easy to locate and replace.
