DO NOT USE the barlow at all your scope is too small to get that much magnification.
Put the eyepiece with the largest number written on it into the focuser and point it at a distant object during the day time. Practice focusing. The moon should be your first target at night.

I always laugh when I see the picture shown on your question that FIXYA provides! Why? Because the scope is mounted backwards in the picture and is pointed TOWARD the ground!
All of Tasco manuals are on this web site. The MIRROR is the bottom of the telescope. The focuser is the UP end of the telescope tube!

Why dose the image look unside down
All astronomical telescopes show upside down -reversed images. This is completely normal. If you want to use the scope for terrestrial viewing you can buy an "erecting diagonal" like these:

Not really. This is a very low cost telescope. Upgrading it is not cost affective. If you just need nuts and bolts try a well stocked hardware store.

I assume you mean the eyepiece. This telescope uses 1.25 inch eyepieces. Maximum magnification is 400x on a perfect seeing night.
I would start with a 20mm plossl which would give you 33x. Enough to see the moon and Jupiter/Saturn. If you get interested, then buy more eyepieces and most important a moon (neutral density) filter.

You have the eye piece which must be trimmed and set to your vision and it is only logical that you are able to focus on the object in question to adjust the focal for a clear sharp image.
Why is the image upside
ALL astronomical telescopes show upside down images. It's normal. Nothing is wrong with your telescope.

You are OUT of focus -- turn the focus knob until stars are POINTS of light NOT DONUT HOLES!
The disk with a dark center MEANS it is not in focus. Just TURN THE KNOB. Point the scope at the moon and try again.

If your scope is setup like the picture-- it is mounted BACKWARDS! and pointed toward the ground!

If you can focus OK then you do not know the night sky and will need to lkearn where the objects are located.

Because the PICTURE that Fixya uses for the question (SHOWN ABOVE) is upside down! The silly fools have the scope pointed at the GROUND!
Turn the scope around so the focuser end is pointed up.

I was given a Tasco 675 power reflector telescope
You must first ALIGN the finderscope with the main tube. Locate a bright object with the main telescope. Get it in the eyepiece- then without moving the telescope, align the finder scope on the same object.
Now you can use the finder like a gun site to center targets on the crosshairs. By the way the Fixya picture in your question always makes me laugh- the telescope in the picture is mounted BACKWARDS and pointed toward the ground!

All astronomical telescopes show upside down images, you must add extra glass to erect the image which will dim the images of deep sky objects in the eyepiece.
You can buy an "erecting" prism for terrestrial viewing.

I WISH TO SET UP A TASCO 40-114675 telescope
You will not find a manual for that small REFLECTOR style telescope. However the picture above-- that you show in your question shows the telescope mounted BACKWARDS actually pointed toward the ground!
Apparently FIXYA also does not know how to set up a reflector style telescope. The eyepiece and focuser end is on the UP end of the telescope with the mirror on the bottom end of the telescope.

This is a REFLECTOR style telescope. The end with the focuser and the eyepiece is pointed UP. the mirror is on the bottom of the scope.
Take the scope outside during the daytime and practice focusing on a distant object using the eyepiece with the LARGEST number written on it.
The PICTURE shown above really makes me laugh. The scope is mounted BACKWARDS in the picture above, and is pointed toward the GROUND not the sky. Even FIXYA puts them on the mount backwards!
Look at this picture. See how the eyepiece and focuser are on the end pointed toward the sky. The MIRROR is the BOTTOM of the telescope:

Possibly they included the wrong size counter weight? Normally you can balance the scope with the counterweight included with the scope.
There are TWO balance directions-
One uses the counterweight--
The other depends on the position of the TUBE in the scope rings front to back. BOTH directions should be in balance.
