You need to replace the dispenser motor.
It is located under the dispensing unit INSIDE the freezer door.
Remove the two screws hold the cover and replace the motor.

Hi, If you can't shut the valve off to the water source, you will need to shut the water off to your house and change both the filter and the valve to the refrigerator.

As the freezer is working you can probably discount that the reason is low refrigerant gas. The other reasons would be that the fridge circulation fan has failed. or The channel that directs cold air from the freezer is blocked with ice at the rear of the freezer. Turn the temp control to max, does the compressor come on? If yes feel the discharge line at the back of the compressor, is it nice and cold? If yes you can eliminate the simple items, make sure all the fans are working inside the fridge and at the rear of the unit. Check to make sure the defrost drain/trap are clear. Let it run for a while, then drop the temp to the usual setting it, and see what happens.
